Since the f-stop and shutter speed work by halving or doubling their values, then a movement in one can be balanced by the same but opposite movement of the other.

If 1/250 of a second @ f-2.8 is the correct exposure then,

1/15 of a second @ f-11 will provide the same overall exposure.

The image will be different, but the exposure will be the same.
